Bayville Benefits from FEMA's Mitigation Projects

Albany, N.Y. -- Bayville, located on the northernmost tip of Nassau County, escaped storm damage from the March nor’easter because of Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) projects.  These were undertaken 12 years ago when a storm drainage system, leaching pits and a retaining wall project were constructed.  Hazard mitigation grants, which are administered by New York State, fund projects designed to reduce the likelihood of damage from floods and severe weather.

The north side of Bayville Avenue along the coastal shoreline of Long Island Sound had a history of erosion that if left unchecked could have caused a breach or failure of Bayville Avenue, and eliminated the only road access into the Village of Centre Island.

The grant funded the installation of an 800-foot retaining wall along the shoreline, which stabilized the area and ensured that about 450 residents of the Village of Centre Island would have access to critical facilities and emergency services during severe storms.

HMGP also funded a drainage project in an area of the village bounded on the north by Long Island Sound and on the south by Oyster Bay Harbor, where severe flooding recurred after significant rainfall and coastal storm events.  The flood waters, combined with higher than usual tides, caused Long Island Sound to swell and back up along the village’s north shore as there was no outlet for the tidal flood water.

To combat this problem, street drainage structures, leaching pools, overflow and outfall piping equipped with tidal check valves, were installed. These enhancements permitted the water to drain into Oyster Bay. Nick Campagnola, a village resident, stated that “the drainage system definitely helped improve the conditions after a storm” he added, “without the system we would really be in trouble.”

“The benefit this work has provided to residents is significant,” said Douglas G. Watson, mayor of Bayville. “The drainage system was designed to drain water from low-lying streets in the project area, and succeeded in preventing flooding from severe rain events such as last March’s nor’easter.  The system left the streets safely free of standing water in a short time. We are very happy with the way it has worked out.”

“These enhancements have withstood severe weather conditions,”  Watson added.

"A Brief Guide to Mold, Moisture, and Your Home"

The recent storms that hit the Northeast have caused major flooding and property damage to homes and businesses. The aftermath of the storms have property owners dealing with mold and moisture issues. 

Mold Basics...

The key to mold control is moisture control.
If mold is a problem is in your home, you should clean up the mold promptly and fix the water problem. It is important to dry water-damaged areas within 24-48 hours to prevent mold growth. 

  

Why is mold growing in my home?

Molds are part of the natural environment.  Outdoors, molds play a part in nature by breaking down dead organic matter such as fallen leaves and dead trees, but indoors, mold growth should be avoided.  Molds reproduce by means of tiny spores; the spores are invisible to the naked eye and float through outdoor and indoor air.  Mold may begin growing indoors when mold spores land on surfaces that are wet.  There are many types of mold, and none of them will grow without water or moisture.

Can mold cause health problems?

Molds are usually not a problem indoors, unless mold spores land on a wet or damp spot and begin growing.  Molds have the potential to cause health problems. Molds produce allergens (substances that can cause allergic reactions), irritants, and in some cases, potentially toxic substances (mycotoxins).  Inhaling or touching mold or mold spores may cause allergic reactions in sensitive individuals.  Allergic responses include hay fever-type symptoms, such as sneezing, runny nose, red eyes, and skin rash (dermatitis). Allergic reactions to mold are common.  They can be immediate or delayed.  Molds can also cause asthma attacks in people with asthma who are allergic to mold. In addition, mold exposure can irritate the eyes, skin, nose, throat, and lungs of both mold-allergic and non-allergic people.  Symptoms other than the allergic and irritant types are not commonly reported as a result of inhaling mold.  Research on mold and health effects is ongoing.  This brochure provides a brief overview; it does not describe all potential health effects related to mold exposure. How do I get rid of mold?

It is impossible to get rid of all mold and mold spores indoors; some mold spores will be found floating through the air and in house dust.  The mold spores will not grow if moisture is not present.  Indoor mold growth can and should be prevented or controlled by controlling moisture indoors.  If there is mold growth in your home, you must clean up the mold and fix the water problem.  If you clean up the mold, but don't fix the water problem, then, most likely, the mold problem will come back.

 

Mold Tips: 

Fix plumbing leaks and other water problems as soon as possible.  Dry all items completely.

Scrub mold off hard surfaces with detergent and water, and dry completely.

Absorbent or porous materials, such as ceiling tiles and carpet, may have to be thrown away if they become moldy.  Mold can grow on or fill in the empty spaces and crevices of porous materials, so the mold may be difficult or impossible to remove completely.

Avoid exposing yourself or others to mold.

Do not paint or caulk moldy surfaces.  Clean up the mold and dry the surfaces before painting.  Paint applied over moldy surfaces is likely to peel.

Basement Flooding/Heavy Rains in NY

Heavy rains are pounding Long Island today, which will cause flooding throughout Nassau and Suffolk counties.

Basement flooding can be a problem in some homes, and there are steps to take to minimize potential damage. But since a flooded basement can result from a number of things, there is no single method for prevention. The most important things are to determine:


1) When is the basement flooding?

Does the basement flood every year at approximately the same time?
Does the basement flood during random intervals?

2) Where is the basement flooding?

If water is entering near the top of the wall in one location:

  • An improperly sloped landscape angled toward the house could be the cause.
  • Extend and re-direct the downspouts.
  • Reshape the landscaping around the foundation of the home.

Inspect the location where water is entering:
Caulk any cracks on the interior.

If the entire wall is damp or water is entering through multiple wall surfaces, this may be a sign of a faulty or missing water proofing membrane.

Remove soil around the foundation.

Hire a licensed contractor to install a waterproofing membrane.

Consider applying an internal sealant that can be painted on interior surface of basement walls:

This is not an option for finished basement walls.

These products require constant maintenance or they will stop working.
If the water appears to be entering the home near the foundation or through a floor drain:

French Drainage

One solution is to install a “French Drainage” system around the perimeter of the home or at least in areas subject to frequent flooding.

  • Remove the soil around the perimeter of the home.
  • Waterproof the foundation wall with a waterproofing membrane.
  • Install a French Drain at the base of the foundation:
  • Ensure that the drain has a method for diverting the water.
  • The drain should empty into the primary storm drainage system, a retention pond or other source.
  • Backfill the area with gravel to provide adequate drainage.
  • Install a sump pump with a battery backup:
  • This requires demolition of a portion of the basement floor.

To be effective, the sump pump needs to be hooked up to a drainage system, usually installed around the perimeter of the basement foundation, or at least in areas subject to repeated flooding.
Because this is installed at the perimeter of the foundation, the flooring in this area will also face demolition to install the drainage system.

Sump pumps should be tested at least once a year, preferably in the early spring.

Test the system if a storm is approaching.
Make sure the sump pit does not contain any debris that will clog the sump’s inlet pipe.

Pour water into the sump pit until the sump turns on (about 5 gallons of water). If the sump does not turn on contact a professional to diagnose the problem.

Who Will Be Open For Business if Disaster Strikes?

TAMPA – Large and small businesses alike are having a difficult time in the current economy and the Institute for Business & Home Safety (IBHS) is concerned many may not be open for business if disaster strikes.

According to the Association of Contingency Planners, Business Continuity Awareness Week was June 21-27, and IBHS wants business owners and managers to take advantage of free resources that are available to create business continuity plans that can help keep operations running when the unexpected happens.

In addition to minimizing the impact of severe weather events or problems such as a water main break or regional power outage, business continuity planning requires a thorough assessment of operations, which often yields additional benefits including opportunities to streamline functions or identifying areas for cost reductions.

IBHS outlines the following five steps to begin safeguarding operations:

  1. Record basic information for employees, ownership, suppliers, vendors and key contacts.
  2. Identify critical business functions (i.e., what is required to maintain income, keep a competitive advantage, and meet regulatory or contractual obligations?).
  3. Scout alternate locations (i.e., where is the best site to resume operations?).
  4. List what is needed to fulfill critical business functions at an alternate location, including records, critical telephone numbers, e-mail addresses, equipment, machinery and vehicles.
  5. Identify equipment and services that workers will need, such as computer equipment and software, voice and data communications, and required office supplies.

The IBHS Open for Business® suite of resources is available in multiple formats on DisasterSafety.org and includes worksheets and checklists to help with development of your plan. There also is an online training series for those who prefer being walked-through the process one step at a time, with an option for reminder e-mail messages to keep planning on track.

Water Damage, Floods & Heavy Rains Pummel NY!

The National Weather Service has issued a FLASH FLOOD WATCH for portions of New York and New Jersey from until 8 p.m. on Thursday.

A FLASH FLOOD WATCH means that conditions may develop that lead to flash flooding. Flash flooding is a very dangerous situation. One to two inches of rainfall is expected. Locally higher amounts are possible especially in areas affected by thunderstorms.

There is also an urban flood advisory for Nassau and Suffolk counties until 4:45 p.m.
Recent heavy rainfall has left soil conditions around the New York City metropolitan area and northern New Jersey saturated.

Forecasters are predicting one to two inches into early Thursday evening, with higher amounts from thunderstorms. Streams could rise, particularly along the Raritan and Passaic river basins. Check your basements for water damage...

Water Source Categories

Category 1: Often referred to as “clean” waterA “clean” water source is one that does not pose substantial harm to humans. Examples of clean water sources may include, but are not limited to: broken water supply lines, tub or sink overflows with no contaminants, appliance malfunctions involving water supply lines, melting ice or falling rainwater – not that which flows over the soil or through multiple structural components- broken toilet tanks, and even toilet bowls that do not contain contaminants or additives. Once a clean water source contacts other surfaces and materials, its condition may change as it dissolves or mixes with soils and other contaminants, and as time elapses.

Category 2: Often referred to as “gray” water Unsanitary or “gray” water contains some degree of contamination. Potentially, it could cause substantial discomfort or sickness if consumed by humans, and it carries microorganisms or nutrients for microorganisms. Category 2 (gray) water examples may include, but are not limited to: discharge from dishwashers or washing machines, overflows from washing machines, overflows of toilet bowls with some urine (no feces), broken aquariums, and punctured water beds. All of these may contain chemicals or biocontaminants (fungal, bacterial, viral, algae), or other forms of contamination. Time and temperature aggravate Category 2 (gray) water contamination significantly. Water in flooded structures that remains untreated longer than 48 hours can change from Category 2 (gray) to Category 3 (black).

Category 3: Often referred to as “black” waterCategory 3 “black” water always contains pathogenic agents. Grossly unsanitary, “black” water sources are those that arise from sewage or other contaminated water entering a structure. Sewage contains the expected urine and feces; but it could also contain dangerous chemicals or medical wastes. Toilet backflows that originate from beyond the toilet trap are considered to be Category 3 (black) water situations, regardless of visible content or color. This category includes all forms of sea water, ground surface water, and rising water from, rivers or streams. They carry silt and organic matter into structures and create Category 3 ”black” water situations. In situations where structural materials and / or contents have been heavily contaminated with such materials as pesticides, heavy metals, or toxic organic substances; the water damage is considered to be Category 3 (black) water.

Winter Storm/Property Damage: Ice Dams and Your Home

Snow is expected this weekend on Long Island and the NY Metro area and the Weather Service has issued a WINTER STORM WARNING for the area. Whenever there is snow, you are guaranteed to have troublesome ice dams to follow. Ice dams can cause major water damage and flooding to your home, which requires immediate attention.

As winter advances through cycles of freezing and thawing, buildings and homes experience ice buildup and roof damage. In general, ice dams are formed when attic heat moves up to warm the roof and melts snow at or near the ridge. Snow melts, runs downward and hits the edge of the cold roof, resulting in re-freezing snow. These cycles cause ice to accumulate and back up under shingles. Damage appears in the form of soaked insulation, stained, cracked and damaged sheet rock, damp, smelly, rotting wall cavities and stained, blistered and peeling paint.

Preventing Ice Dams
To prevent an ice dam, don't heat the roof, keep it cold. That way, the snow on the roof eventually dissipates without making large amounts of meltwater. The underside of the roof deck should not exceed 30 F. The best way to maintain low temperatures is by ensuring that there is adequate insulation and sealing gaps that let warm air pass into the attic from the house. The attic must also be ventilated, so that cold air is introduced into it and heated air escapes rapidly. Some remodeling contractors are under the impression that heat passing through the attic helps prevent ice dams, when just the opposite is true. Although excess heat moving from the attic through the roof rapidly melts snow, once the meltwater touches the cold eaves, it quickly freezes and forms an ice dam.

If you have a furnace in the attic, it may not be possible to prevent ice dams. Increased insulation, however, should help. First, insulate the areas between the roof rafters. It is important to keep an air space between the roof deck and the insulation in order to prevent a condensation buildup that can delaminate the roof deck. Prior to insulating, install polystyrene rafter air channels, which are available at home centers. Next, lay insulation blankets over the furnace's heating ducts to help reduce the heat buildup in the attic. If there's a hatchway into the attic, build a cover for it out of rigid poly-styrene insulation.

If the gable and ridge vents do not generate sufficient air movement to dissipate the heat, you will need a motorized vent at one end of the attic to exhaust the heat, and an adequately sized vent on the opposite end of the attic to draw in cold air from the outside.

Check your home carefully when ice dams form. Investigate even when there doesn't appear to be a leak. Look at the underside of the roof sheathing and roof trim to make sure they haven't gotten wet. Check the insulation for dampness. And when leaks inside your home develop, be prepared. Water penetration often follows pathways difficult follow. Don't just patch the roof leak. Make sure that the roof sheathing hasn't rotted or that other less obvious problems in your ceiling or walls haven't developed. And then detail a comprehensive plan to fix the damage. But more importantly, solve the problem.

Going Green Around the Holidays

Every day, more and more Long Island businesses and homeowners are "going green" in order to provide a healthier environment for residents of Nassau & Suffolk County.

The world has a fixed amount of natural resources, some of which are already depleted. So as population growth greatly strains our finite resources, there are fewer resources available. If we intend to leave our children with the same standard of living we have today, we must preserve the foundation of that standard of living. Saving clean air, water, fuel sources and soil for future generations is essential, and everyone needs to start thinking green.

Some of the greatest threats to future resources come from things we throw away everyday. Household batteries and electronics often contain dangerous chemicals that may, if sent to a local landfill, leak through the bottom barrier and pollute the groundwater. This can contaminate everything from the soil in which our food grows, to the water which will eventually come out of aquifers and into our tap water. Installing high efficiency heating and cooling equipment also conserves electricity. Use programmable thermostats to minimize energy use, especially when no one is home.

High-Efficiency Windows and Appliances
High-efficiency windows reduce heating and cooling costs by minimizing the impact the outside environment has on a home.

Low-Water Consumption Fixtures
Low-consumption or dual-flush toilets, low-consumption or waterless urinals, and low-flow bathroom, sink and shower faucets all help to reduce water use.

Fluorescent Bulbs
Using compact, fluorescent bulbs use less power and last longer than conventional bulbs.
